Create failover cluster in RODC

I have followed the below document to pre-stage CNO in RWDC.

However, when I create failover cluster, it shows the following error:

Error : The specified domain either does not exist or could not be contacted.

I tried to use nltest /dsgetdc:abc.om and it can return RODC.
